Putin signed a decree on recognition of documents issued in a number of areas of Donbass

The Russian President, Vladimir Putin has signed a decree on the recognition in Russia of documents and license plates issued to permanent residents of certain areas of the Donetsk and Lugansk republics. 

As noted, this is done temporarily, ‘for the period until a political settlement of the situation in certain areas of the LDPR on the basis of the Minsk Agreements’.

In order to protect the rights and freedoms of individuals, being guided by the universally recognized principles and norms of international humanitarian law, I decree: 

1. To establish that temporarily, for the period until a political settlement of the situation in certain regions of the Donetsk and Lugansk regions of Ukraine on the basis of the Minsk Agreements:

  • In the Russian Federation, there are recognized as valid identity documents, documents on education and (or) on qualifications, certificates of birth, marriage (termination) of marriage, change of name, death, the certificate of vehicles registration, registration plates of vehicles, issued by relevant bodies (organizations) actually acting on the territory of these areas, to citizens of Ukraine and stateless persons, permanently residing in these territories;
  • Citizens of Ukraine and stateless persons, permanently residing in the territories of certain areas of the Donetsk and Lugansk regions of Ukraine, can perform entry into the Russian Federation and exit from the Russian Federation without a visa on the basis of identity documents (minors under the age of 16 on the basis of the birth certificate) issued by the relevant authorities actually acting on the territories of these areas. 

2. The Government of the Russian Federation is to take the necessary measures to implement this Decree. 

3. This Decree shall enter into force on the day of its signing.
