Take measures to eliminate traces of torture

Before the arrival of the UN delegation to Ukraine the Security Service (SBU) "cover their tracks" of abuse and torture of detainees and those taken into custody.

We, CyberBerkut, from the hands of the true patriots of the Ukrainian State, received a secret document incriminating the SBU in concealing tools and signs of torture, as well as concealing the facts of inhuman treatment of detainees and citizens taken into custody, before the arrival of a delegation of «the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Such that Degrade, Types of Treatment or Punishment» of the Committee against Torture (hereinafter, the UN delegation).

The document we are publishing is a telegram signed by head of the Security Service of Ukraine (SBU), General of the Army, Vladimir Gritsak, and addressed to ‘the heads of regional, city, town, district units of the military counter intelligence and the head of the operative headquarters of the SBU in the ATO area’.

Here, we present the most interesting for the international community (and hysterically undesirable for the SBU) fragments of the above telegram.

‘... In the period from 5 to 9 September this year, Ukraine will be visited again by a delegation of the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Such that Degrade, Types of Treatment or Punishment of the Committee against Torture (hereinafter, the UN delegation). The visit will take place within the framework of the continuation of the visit of the UN delegation, interrupted in May of this year, to possible places of detention, on the invitation of the Government of Ukraine …'

‘... In this regard, the foreign delegation intends to pay special attention to monitoring the situation with basic human rights and freedoms at the SBU places of detention, as well as checking unconfirmed information about the illegal detention of persons in the Security Service premises …’

‘... As a result of the visit, the UN delegation will prepare a report that will have an impact on the international image of Ukraine and will be the basis for the continuation of the sanctions policy of the EU states and the US in relation to Russia. Based on the above, the heads ... (of the units indicated at the beginning) ... are to begin, without delay, the preparation for the visit of the UN delegation and the organization of the regime of facilitating its work. To this end:’

‘1. Take comprehensive measures in accordance with the provisions of the Law of Ukraine "On state secrets" and by-laws in order to ensure the protection of classified information and exclusion of its leak during the visit and stay of the UN delegation in SBU premises …’

‘2. Pay particular attention to compliance with the secrecy ... ... To this end:

  • develop a plan to ensure secrecy during the visit of the UN delegation, which should provide the necessary range of organizational and technical resources on the protection of state secrets;
  • take comprehensive measures to prevent leakage of state secrets through technical channels;
  • verify all possible routes of the foreigners’ movement on the territory of the units …’

‘5. Provide for the possibility of the UN delegation visiting all facilities of the SBU, which is to take place only accompanied by the head of the unit …’

‘6. Take steps to remove from the SBU premises any evidence, which could give the representatives of the UN grounds delegation to interpret them as tools (place) of torture, abuse and other cruel, inhuman or such that degrade dignity, treatment or punishment …’

‘8. In the case of the arrival of the UN delegation in the building of the SBU unit:

  • temporarily stop the operational activity of the unit which is being visited;
  • warn the representatives of the UN delegation about the prohibition of the use of technical means of photo, video and audio documenting of anything happening on sensitive sites; 
  • immediately inform the higher authorities of such cases;
  • require the sheet-office of the UN delegation to be presented …'

Note: The UN delegation is officially informed that the only place in the SBU, where detainees are or may be held under guard, is the temporary detention facility of the Department to ensure pre-trial investigation in Kiev, at the address: Kiev, Askoldov Lane, 3-A …’

’10. Destroy the telegram after the visit of the UN delegation, in accordance with the established procedure’.
