Deynego: OSCE deliberately avoids direct contact with LPR on the ground

Employees of the OSCE Special Monitoring Mission (SMM), , working in the LPR, deliberately avoid direct contacts with the local authorities. This was announced by Vladislav Deynego, the authorized representative of the Republic at the negotiations of the Contact Group, during a meeting with representatives of the mission.

The LPR authorized representative, together with representatives of the OSCE SMM and the Joint Centre for Monitoring and Coordination of the ceasefire (JCCC), conducted monitoring of a segment of the contact line near the locality of Stanitsa Luganskaya. 

According to Deynego, ‘all communication’ between the representatives of the OSCE and the Republic passes solely through the JCCC mediation, which is ‘written nowhere’.

‘You deliberately dodge the direct communication that is written in the mandate (of the SMM OSCE) in order to fulfill the main objectives, and so on establish the connection with the local, regional and central authorities. You avoid this mandate standards,’ said Deynego to the SMM representatives. 

‘Therefore, we are forced to seek a mediator (represented by the JCCC), which is the interpreter between us,’ he added.

‘At the same time, you make clearly illegal requirements that you can not confirm with anything now and refer to ‘It is the way you did it,’ said Deynego. 

The representative of the Republic emphasized that a number of issues can not be solved in the course of meetings in Minsk, they must be addressed in the field. These issues, according to the representative of the LPR, are monitoring and coordination of routes, de-mining and many others.
