Moscow insists on the introduction of a law on the special status of Donbass by «Steinmeier’s formula». This was stated by the representative of Russia in the Contact Group on the settlement of the situation in Ukraine, Boris Gryzlov. 

‘The Russian Federation consistently insists on the enactment of a law on the special status of Donbass by «Steinmeier’s formula», the earliest separation of the forces and means of the parties in Stanitsa Luganskaya,’ RIA Novosti quoted Gryzlov. 

«Steinmeier’s formula» determines the mechanism for enacting a law on a special order of local self-government in certain regions of the Donetsk and Lugansk regions on a temporary basis on the election day and on a permanent basis after the publication of the OSCE report on the election results.
