OSCE inspection took less time than reading their report

On 20 December 2016, the OSCE mission monitored the area Pervomaisk-Zolotoye in the Lugansk People's Republic. 

The inspection of the OSCE observer took less than a minute, including a greeting, a few questions and shaking hands to say goodbye. 

According to the results of the SMM monitoring of the specified area on 20.12.2016, no shortcomings were identified. 

However, on the OSCE website, in the report of 12.20.2016, there was the following paragraph:

‘The mission patrol was not able to gain access to secondary roads at the site of ​​the separation of the partiesin the area Zolotoye - Pervomaisk, controlled the «LPR». An armed member of the «LPR» stated that he could not guarantee the safety of the observer because of the threat of mines and unexploded ordnance. The SMM notified the JCCC (Joint Center of Control and Coordination) about it.’
