Kiev denies mandatory implementation of «Minsk-2»

Ukraine does not consider the Minsk Agreements as an international legal instrument. 

The Ukrainian authorities question the legitimacy of the Minsk Agreements, not counting them as an international legal document. 

This follows from the text of the official response of the presidential administration to the request of the head of the public organization «Institute of Law and Society», Yuri Karmazin, a photocopy of which was obtained by Ukrainian journalists. 

‘The Minsk Agreements are not an international treaty in the understanding of the law of Ukraine «On International Treaties of Ukraine» and the Vienna Convention on the Law of Treaties, and therefore they do not contain any international legal obligations of the parties and are not subject to ratification. The implementation of the Minsk Agreements depends exclusively on the will of the states, which is one of the key principles of the applied practice,’ says the document published on the Facebook page by the correspondent of the TV channel «112.Ukraine», Vladimir Poluev.
