The LPR Ministry of State Security (MGB) has collected evidence showing that in 2014, a number of senior government officials, MPs and politicians of Ukraine developed and implemented a joint action plan aimed at the unlawful seizure of the state power in Ukraine.

In violation of the Constitution and laws of Ukraine, the President of Ukraine and the entire composition of the Cabinet of Ministers of Ukraine, elected in accordance with the law, were barred from governing the country. Persons who were not lawfully elected representatives of the citizens of Ukraine were illegally appointed in the public office.

According to the results of the pre-investigation, the LPR MGB has opened a criminal case and is conducting an investigation in respect of Alexander Turchinov, Petro Poroshenko, Arseny Yatsenyuk, Arsen Avakov, Oleh Tyahnybok, Vitali Klitschko, Oleg Lyashko, Dmitry Yarosh, Igor Kolomoisky, Yulia Timoshenko, Andrey Paruby, Stepan Poltorak, Vasily Gritsak, Valentin Nalyvaychenko and other persons, on the grounds of an offense under the part 4 of the article 35 (the commitment of a crime by a group of individuals, a group of individuals by prior conspiracy, an organized group or a criminal community), the parts 1 and 2 of the article 435 (planning, preparation, initiation or conducting an aggressive war) of the Criminal Code of the LPR.

In violation of UN General Assembly Resolution of 1974, the UN Charter and other norms of the international law, the individuals that had come to power in Kiev, under the guise of an anti-terrorist operation, unleashed in Donbass an aggressive war that led to the massive loss of life and considerable destruction and damage to the infrastructure in the cities and regions of the Republic.

In the course of the criminal case investigation on the illegal seizure of power in Ukraine, the LPR MGB has established facts of creating and funding in Ukraine illegal armed groups and terrorist organizations, namely the Ukrainian Volunteer Corps «Right Sector» (prohibited in the DPR, LPR and Russian Federation), the battalions «Azov», «Aydar", «Donbass», «Dnepr-1», «Ukraina», «Shakhtyorsk», «Tornado», «Mirotvorets» and others, which continue, in violation of the Laws of Ukraine and norms of the international law, to carry out terrorist activities on the territory of the People's Republic of Lugansk.

Taking these circumstances into consideration, on the basis of the collected evidence base, in relation to the organizers of creating and financing the illegal armed groups and terrorist organizations, namely Arsen Avakov, Yury Beryoza, Andrey Biletsky, Konstantin Grishin, Igor Kolomoisky, Oleg Lyashko, Sergey Melnichuk, Dmitry Yarosh and other persons, there is initiated a criminal case on grounds of crimes, provided by the part 5 of the article 35 (commitment of a crime by a group of individuals, a group of individuals by prior conspiracy, an organized group or a criminal community), and the parts 1 and 2 of the article 243 (organization of a terrorist community and participation in it) of the criminal Code of the LPR.
