Since September 1, on the front of Donbas, there has been a lull, but Kiev still avoids steps that would fix the end of the armed clashes. On the contrary, the Ukrainian authorities are ready to provoke attacks in order to further avoid the implementation of the Minsk Agreements.

It was stated by Dennis Pushilin, the speaker of the DPR parliament, at a press conference in Moscow.

‘Since September 1, the situation has been a little calmer. We have reached some success. Artillery is not being used. But clashes with small arms or mortars are still occurring. Although, of course, it can not be compared with August, when 10 people were killed and injured and 240 houses destroyed,’ he said.

Pushilin considers the ceasefire shaky because Kiev still avoids implementing the points of the Minsk Agreements.

‘In September of the last year, there was already a similar agreement; the shelling stopped, but not for long, because there were no political decisions. Such a situation can be prolonged indefinitely, by provoking attacks, which Ukraine demonstrates. It is exactly 2 years since the Minsk Agreements were first signed. None of the political points has been implemented,’ said the speaker.

According to him, the Ukrainian negotiators take the same position at the meetings in Minsk.

"The latest meetings were held under the auspices of the fact that Ukraine was demonstrating its lack of subjectivity ... They are waiting for decisions from the outside, not from Kiev, and it is stated almost openly,’ emphasized Pushilin.

‘In order to secure the decline of the armed conflict, it is necessary to take a series of political measures. A real decentralization is needed, and the special status, the amnesty law, the elections. In fact, Ukraine is completely blocking the whole process,’ added Vladislav Deynego, the LPR representative at the negotiations in Minsk, also attending the press conference.
