District and city departments of the State Migration Service of Ukraine, operating in the Kiev-controlled part of the Lugansk People's Republic, have stopped issuing Ukrainian passports and pasting photos in them to people living in the LPR. This was reported by the Center for Interaction with the Public (CIP) of the LPR Ministry of Interior. 

‘Citizen S., an employee of the Severodonetsk department of the «national police», phoned the hotline of the LPR MIA. According to the man, the heads of the district and city departments of the migration service of Ukraine received a strict order from the head of the Department of the State Migration Service of Ukraine in the Lugansk region, Yuri Skirtach, to prohibit the issuance of passports and pasting photos at the age of 25 and 45 to citizens residing in the territory of the LPR. The duration of the ban is not defined,’ said the Ministry.
