According to Alexander Hug, the deputy head of the OSCE mission in Ukraine, the OSCE SMM daily patrols areas, documents violations and, in the evening, writes a daily report.

This is the way how it should be but, in fact, it is not so. 

Employees of the OSCE SMM are regular customers of the «Weeping Willow» café in Lugansk city. They relax there, with their salary of 500 euros per day.
