Poroshenko plans to replace ATO with «peaceful reintegration» of Donbass

Official Kiev is working out a document that provides for the cessation of the «anti-terrorist operation» (ATO) in the south-east of the country and the introduction of a martial law instead of it.

According to the publication, the bill on the «reintegration of Donbass» can be submitted to the Verkhovnaya Rada for consideration this week, when the president of Ukraine Poroshenko is on an official visit to the United States. The essence of the document boils down to showing the territories of the DPR and LPR the advantage of being a part of Ukraine. 

In particular, official Kiev is ready to abandon the ATO in favor of the martial law in Mariupol, Maryinka, Kramatorsk, Slavyansk and Avdeevka.

‘The martial law does not at all mean that Ukraine is inclined to a military scenario. The essence of the changes is that if now the front-line localities were actually governed by the Security Service of Ukraine, which conducted the ATO, then after passing the law, the leading functions will be transferred to the representatives of the army. 

In addition, for the regions of the Donetsk and Lugansk regions controlled by Kiev, the introduction of ‘a number of privileges and indulgences’ is envisaged,’ said a source in Poroshenko’ administration. 

For example, according to the Kommersant, for residents of the south-east of the country, the procedure for obtaining Ukrainian pensions will be simplified and the weight of goods transported across the contact line will be increased up to 180 kg (the current limit is 50 kg for one car).
