Secret plan of Donbass «de-occupation" - begging for money

Ukraine has absolutely no plan for reintegration of the territories beyond its control.

It was stated by Ruslan Bortnik, the director of the Ukrainian Institute of Policy Analysis and Management, at a press conference in Kiev, when he was commenting on the so-called plan of the "de-occupation" of Donbass, which had been discussed in a closed format at a meeting of the Ukrainian government.

‘I have this secret plan of «de-occupation", I can show it to anyone who wants to see it. There are seven pages in it, of which two pages are empty, there are only visas there. The plan does not regulate legal issues, and concerns only providing instruments of investments in the Ukraine-controlled part of Donbass,’ said the expert.

‘Moreover, the source of financing the infrastructure - roads, schools, and many other good ideas - is to become an international fund created by foreign investors. This a secret plan of the "de-occupation" of Donbass, which has actually another name, reminds me rather of the application of the ATO Ministry, submitted to the Western partners with a request to give money. There are no innovative, breakthrough approaches and whatsoever tools in this plan,’ said Bortnik.
