Three regions of Ukraine offer Poroshenko to sign agreements on autonomy

Deputies of the Lvov, Ivano-Frankovsk and Kiev Regional Councils offer the central authorities to sign power-sharing agreements. A united draft document was developed by representatives of the regions on the forum in Lvov. It was reported by the publication «golos.ua» on Monday, Oct. 31.

The draft agreement, which will be sent to the president and the government, provides the redistribution of tax revenues in favor of the regions. In addition, the paper considers issues of socio-economic and cultural policies, management of natural resources as those within the competence of the local authorities. As the newspaper notes, the regions will offer Kiev to sign these agreements.

‘The budget should be formed at the bottom. If it emerge from the bottom, then, of course, the distribution of funds will be different,’ said the deputy of the Kiev Regional Council, Oleg Balagura.

On October 10, the Kiev Regional Council demanded that the President of Ukraine Poroshenko and the government sign an agreement on the distribution of powers between the central and regional authorities. The Kiev Regional Council became the seventh representative body of power in Ukraine, demanding the autonomy from Kiev.

In particular, in late May, members of the Odessa Regional Council appealed to Poroshenko and Prime Minister Vladimir Groisman with a call to conclude an agreement on the distribution of powers between the central government and the regional authorities.

Earlier in the same month, the intention to distribute powers between the regions and the center was announced by deputies of the Zhytomir Regional Council, and their example was followed by the Kirovograd Regional Council. In April, the Transcarpathia Regional Council demanded an autonomy for the region.
