Ukraine, the DPR and LPR reached an agreement on the withdrawal of illicit arms before February 20, 2017. This was reported by the OSCE special representative in the Contact group on the settlement in Donbass, Martin Saydik. 

‘Owing to today’s work of Mr. Apakan (Ertugrul Apakan, the Head of the Special OSCE monitoring mission in Ukraine), an agreement was reached on the withdrawal of all weapons prohibited by the Minsk Agreements, before February 20,’ said the special representative of the Organization for Security and Cooperation in Europe, Martin Saydik.
