Ukraine will not carry out a general amnesty to the militia of Donbass. 

This was stated by the Prosecutor General of Ukraine, Yuriy Lutsenko. 

‘There can not be a general amnesty. As a public prosecutor, I can act only in accordance with the Ukrainian legislation. All 40 thousand (of the militia) should lay down their arms and file an individual application for amnesty. They must admit their guilt and ask for pardon,’ he said in an interview with the German edition of Bild. 

In addition, Lutsenko emphasized that the prosecutor's office would study each individual case for crimes that could make an amnesty impossible.
