This is stated by the edict of Poroshenko, published on his website. 

Earlier, it was reported that Poroshenko had approved the decision of the National Security and Defense Council to expand the list of individuals and legal entities from Russia, against whom sanctions had been imposed. 

The appendices to the decision indicate that the enlarged list includes 1,228 individuals and 468 legal persons from Russia.
