Statement by the Heads of DPR and LPR on beginning of humanitarian assistance to occupied Donbass

We see that our fellow countrymen, Donetsk and Lugansk residents living on the territory temporarily under control of Ukraine, are in a difficult position. Living in the area of ​​the so-called «ATO», they suffer from the tyranny of the military and civilian dictatorial administrations, from the excesses of of the National Guard battalions.

The AFU place the personnel and military equipment in residential areas, schools and hospitals, industrial plants and civil infrastructure facilities, thereby taking local residents hostage. There is an ongoing illegal economic blockade organized by the Government of Ukraine, together with the radicals. This has caused the rupture of the social and economic relations of the once united people of Donbass. Thus, the areas of Donbass, remaining under control of Ukraine, are on the brink of a humanitarian and environmental disaster. Technological risks are growing, factories and plants are stopping, and the living standards keep falling.

Due to these facts, we have decided to implement a program of humanitarian assistance and environmental security for our brothers and sisters, living in the areas of Donbass, controlled by Ukraine. The main areas of humanitarian assistance are, firstly, the provision of services in the field of medicine and education, secondly, payments to veterans and, thirdly, assistance of separated families. We want to specifically emphasize that humanitarian funds have been created to support our fellow countrymen. The program also provides for joint cultural, educational, sporting events with the participation of representatives of the towns and villages on both sides of the contact line.

In addition, we are concerned about the state of infrastructure in the Donetsk and Lugansk regions. We insist on the possibility to inspect, by the forces of the DPR and LPR Emergency Ministries and our humanitarian organizations, drainage systems of existing and closed mines, the Papasnaya water canal, the Lisichansk refinery, the enterprises «Zarya» (Rubezhnoye) and «Azot" (Severodonetsk), the communal enterprise «Water of Donbass», filtering stations, chlorine warehouses, the Avdeevka coke plant, the Azovstal plant, the Konstantinovka state chemical plant, the Dzerzhinsk phenol plant.

We demand to provide the possibility to monitor the engineering infrastructure (electricity, water and gas supply) located on the territory of Donbass, controlled by Ukraine, the failure of which could create problems for the DPR and LPR citizens. To this end, we insist on free access of the DPR and LPR humanitarian organizations, as well as international organizations recommended by us, to the Ukraine-controlled territory of the Donetsk and Lugansk regions.

Brothers and sisters! Compatriots! Residents of Mariupol and Kramatorsk, Lisichansk and Starobelsk, of all cities, towns and villages, held by Ukraine! Let us join hands for the sake of survival and peace. To combat those sitting far away in Kiev, Brussels and Washington and trying to embroil us, those who grows rich on the war.
