Statement by LPR Head Igor Plotnitsky

It is the third year that a fratricidal war is continuing in the south-east of Ukraine.

On orders of the Kiev authorities, the territory of the Lugansk People's Republic is constantly shelled and terrorist acts are committed there. As a result, civilians are killed and the social infrastructure of our Republic destroyed.

Despite this, we seek peaceful means to resolve the conflict situation, and the Minsk Agreements is the only non-alternative instrument that can once and for all end the civil war.

The blame for the situation in Donbass rests solely with the Ukrainian authorities. We see that, despite the efforts of Russia, France and Germany, Kiev in every way distances itself from its commitments and is not interested in a peaceful resolution of the conflict. At the same time it constantly accuses us of not fulfilling the Minsk Agreements.

Since September 1, the Lugansk People's Republic has not once violated the ceasefire and strictly fulfilled its peace commitments.

Today, in order to demonstrate our commitment to the peaceful settlement of the conflict, we make unilaterally the following step.

I have given appropriate instructions to establish a «quiet mode» at 00.00, on the night of 14 on September 15, 2016. All units of the People's Militia of the Lugansk People's Republic are strictly forbidden to open fire in response to the attacks and provocations on the part of the Ukrainian army and the National Guard.

We hope that this step will be an example for the authorities of Ukraine, and Kiev will follow our example.

We call on the OSCE observers to carry out a real and impartial monitoring of the ceasefire.
