Ukrainian Health Ministry is to work out s standard to document torture

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment has published a report on the results of the last visit to Ukraine. The Committee called on Ukraine to declare a policy of ‘zero tolerance’ for ill-treatment and torture. For effective medical documentation of torture, the Ministry of Health has begun work on an appropriate medical standard. This was reported by the press service of the Ministry of Health. 

‘We understand that Ukraine needs not only a new health care system. In modern conditions, there is a need to improve the entire institutions of state power. The main task is to develop and implement an effective tool for doctors. It is extremely important that it work in our conditions,’ said the Deputy Minister of Health of Ukraine on European integration, Sivak. 

According to the conclusion of the UN monitoring mission on human rights, which operated in Ukraine from February 16 to May 15, 2017, systematic torture and ill-treatment continues in the country. In particular, by the law enforcement agencies in order to obtain confessions from detainees in cases related to the conflict. It should be noted that the monitoring mission was not admitted to the facilities in Mariupol and Kramatorsk, as it had earlier stated that the local SBU was suspected of using tortures.
