The Investigation Committee of RF has opened a criminal case against unidentified persons from the Ukrainian power structures, who were engaged in kidnapping of the Russian Federation citizens staying on the territory of Ukraine, for a prisoner exchange with the DPR and LPR.

In 2014, after the outbreak of the armed conflict in the east of Ukraine, unknown persons, holding high positions in the Ukrainian power structures, used their powers for trafficking in persons, among whom were Russian citizens. It is reported by the press service of the Investigative Committee of Russia.

The report says that, for this purpose, these people created an organized criminal group, in which later were involved their subordinates of the regional law enforcement agencies. The organized criminal group had a clear hierarchy and cohesion, and carefully planned their crimes.

It is reported that this organized criminal group had been involved in the illegal criminal prosecution of Russian citizens and their probation, then had kidnapped and exchanged them for their military captured by the DPR and LPR. All the circumstances of the crimes are being investigated by the Investigative Committee.
