CyberBerkut: Ukrainian security services control OSCE mission

A group of hackers from the famous group «CyberBerkut» has acquired documents that show the interference of the Ukrainian law enforcement agencies in the activities of the OSCE Special monitoring mission. It was reported on the official website of the hacker group.

The «CyberBerkut» has published documents of Natalya Popovich, the so-called permanent representative of the Ukrainian President in the Crimea, placed by Kiev in Kherson.

The documents were provided to by hackers by a representative of the state power bodies of Ukraine. They say that employees of the Ukrainian special services directly intervene with the work of the OSCE mission. 

In particular, in her report sent to the Office of the President of Ukraine, Popovich reports that the Ukrainian law enforcers insufficiently monitor the work of the foreign observers. She says that the members of the mission were able to talk to the soldiers of the Azov-Black Sea regional department of the State Border Service of Ukraine, the residents of the border areas, and soldiers of the battalion «Asker» (a terrorist battalion of Lenur Islyamov, the coordinator of the so-called blockade of the Crimea and an extremist who fled from the Crimea).

‘These persons express a subjective opinion and exaggerate the socio-economic difficulties, disclose classified information or deliberately discredit the state authorities of Ukraine,’ the document says.

It is also reported that the OSCE observer M.Tsias informally, in the form of consultations, briefed the mission with her previous results, in which she described the situation on the border with the Crimea. However, the Ukrainian side managed to convince the observer not to send an additional report to the OSCE. The observer was told that the respondents were known in the Kherson region for their «separatist views» and were and specifically looking for contacts with international organizations in order to discredit Ukraine.

‘It is necessary to recommend to the Security Service of Ukraine of the Azov-Black Sea regional department of the State Border Service of Ukraine to strengthen control over the OSCE,’ concluded Popovich, asking the SBU to prevent subsequent contact with the locals and the AFU soldiers.

At the same time, the reporting documents, unsent to the OSCE mission upon Popovich's request, reveal the true state of affairs on the Russian-Ukrainian border, such as massive transition of the «Asker» radicals to the «Aydar» battalion, the SBU participation in the coordination of Islyamov’s activities; the legalization of the «Islamic state» radicals in Ukraine and their transit via Ukraine in the the European Union; the endemic corruption in the organs of the State Border Service of Ukraine and the participation of the Ukrainian border guards in the smuggling of petroleum products; the extortion by the Mayor of Nikolaev of money from businessmen in the interests of the party «Samopomosch».

Earlier, the command of the DPR Armed Forces accused employees of the OSCE Special monitoring mission of a collusion with the Ukrainian military. According to the deputy commander of the DOR operational command, Eduard Basurin, that is why the mission turns a blind eye on the Ukrainian attacks.

‘According to a source in the headquarters of the 30th mechanized brigade of the AFU, there is a conspiracy between the command of the brigade and the SMM individual observers, due to which the OSCE representatives turn a blind eye to attacks by the AFU,’ said Eduard Basurin.

He appealed to the OSCE SMM with a request to carry out an official investigation in this regard.
