OSCE: Talks on transfer of border with Russia in Donbass under Kiev control are groundless

The Special Representative of the OSCE Chairman in the Contact Group on the settlement of the conflict in Ukraine, Martin Saydik said that talks on the transfer the segment of the border with Russia in Donbass under Kiev control are today groundless, since the matter is not provided by the Minsk Agreements and they do not include the mechanism of its implementation.

‘I think that there is a misunderstanding about this point, the control over the border. It is not written in the Minsk Agreements, so there are a lot of voices on the Ukrainian side, as in all countries, and different opinions, but we must adhere to the official view. There is no such mechanism in the Minsk Agreements,’ emphasized the OSCE representative,

At the same time, answering the question about the legality of Kiev’s linking the matter of the elections in Donbass with the restoration of the control over the border, Saydik noted that he considers it useful to start now discussions on ‘the mechanism of the transition of control over the border’.

‘If we approach the matter pragmatically, then, of course, the question is asked what will happen after these elections ... I think we should start to talk about it,’ said Saydik.

The OSCE Special Representative also stated that there were no negotiations about placing the OSCE mission on the border with Russia in Donbass. 

‘There are no negotiations,’ he said.
