According to the LPR Ministry of State Security (MGB), a special department has been created in the SBU, which directly deals with the organization of sabotage and terrorist activities on the territories of the Republics and the Russian Federation, under the leadership of Colonel Anatoly Sandursky with the call sign Khutor. 

The executors are the soldiers of the 8th Special Operations Regiment of the Special Operations Forces of the Armed Forces of Ukraine, under the command of Colonel Oleg Nechaev and the Chief of the Intelligence Department of the 8th Regiment, Major Pavel Pavlov with the call sign Cedar, which is stationed in the town of Khmelnytsky on the territory of Ukraine. 

‘These people are directly responsible for this crime and other crimes committed in the LPR, the DPR and the Russian Federation, for example in the Crimea,’ explained Leonid Pasechnik, the Minister of State Security of the LPR. 

Pasechnik also added that currently, in the town of Starobelsk is deployed the combined detachment of the 8th Special Purpose regiment consisting of 120-150 people. There are formed four subversive and reconnaissance groups of 12-17 people.
