Primaries in Donbass as Kiev's last chance to perform Minsk Agreements

Holding primaries in Donetsk is the DPR necessary measure which is in no way contrary to the Minsk Agreements.

It is said by Denis Denisov, the director of the Ukrainian branch of the CIS Institute, when he was evaluating the statement of the DPR leader Alexander Zakharchenko on the beginning of the process of preparing a national public voting (primaries) in Donetsk.

'Holding primaries in Donetsk is more than logically justified. It is a necessary measure, rather than a desire to symmetrically answer Kiev representatives on their sabotage of the Minsk Agreements implementation. Zakharchenko emphasises in his statement, 'since we still have a hope, even if it is very small, that Kiev will, after all, fulfill its obligations in accordance with Complex of measures, we will not yet hold elections and limit ourselves to the preliminary stage.

The Head of the DPR leaves official Kiev a chance to implement their commitments without the loss of reputation, which  the leaders of Ukraine are so concerned about. But, as we know, producing a compromise law on the elections in Donbass requires the political will of the Ukrainian authorities.

At the same time, Zakharchenko notes that the primaries do not contradict the Minsk Agreements as 'they are only preliminary in nature and are intended to clarify the general mood and preferences of our citizens'.

Although, as we know, a large number of Ukrainian media, basing on their speculations and traditionally forgetting to re-read the text of the Agreements, have already called Zakharchenko's initiative contradicting the Minsk Agreements. To sum up, it should be noted that holding primaries in the situation of ongoing hostilities is worth it. This experience is invaluable, and the result can be expected to silence critics of the young republics of Donbass for a long time,' sums up Denisov.
