Kiev’s Terrorist Attack on OSCE - Reduction of US Assistance to Ukraine - Strengthening of Aggressive Rhetoric of Ukrainian politicians

Last week, in response to Western statements about the non-alternative nature of the Minsk Agreements and the reduction of financial assistance to Ukraine, Kiev moved to direct provocations against international observers in Donbass and direct calls for terrorist methods in the war against the Republics.


On April 23, in the DPR, as a result of the shelling by the Ukrainian army, a civilian is wounded and 10 residential houses damaged.

In the LPR, near the front line, the OSCE car is blown up. As a result, one observer is killed and another three wounded. During the work of investigators at the scene of the incident, the Ukrainian side opens fire on it.

Only a few hours after the explosion, the Ukrainian President Poroshenko calls the US Secretary of State with a demand to introduce international troops to Ukraine. 

Meanwhile, the Defense Ministry of Ukraine reports that ‘around 300 temporary strong points with a total length of fortifications of 600 km" have been built around Kiev-controlled Mariupol, the largest city in the south of Donbass. During the construction work, ’20.000 concrete structures have been installed, 35.000 wagons of building materials have been used, 5,000 workers have been involved in the construction, the total cost of works is 1 billion UAH’.

On April 24, the US urges to thoroughly investigate the explosion of the OSCE vehicle. 

At the same time, the head of the EU representation in Ukraine, Hug Mingarelli, says that the European Union will not take part in the investigation of the explosion of the OSCE vehicle. 

In the LPR, the investigative authorities report that the OSCE vehicle was blown up by a Ukrainian subversive group from the 8th regiment of special operations, which are trained by instructors from the United States, Latvia and the United Kingdom. 

On the same day, at night in the center of Lugansk, there is an explosion, as a result of which windows are shattered in 40 nearby houses. 

In addition, in the LPR, civilians carrying out sowing works in the field, are blown up on a mine. As a result of the explosion, one civilian is killed and another five wounded. 

Meanwhile, in the Ukrainian media, information appears on the use of a Ukrainian-made Spectator-M UAV by the AFU in the ATO zone, which is prohibited by the Minsk Agreements.

On April 25, the number of bombardments from the Ukrainian side in the DPR is somewhat reduced. The military authorities of the Republic assumes that this is due to the OSCE increased attention to the actions of the Ukrainian side after the car of observers was blown up. 

Nevertheless, as a result of the shelling by the Ukrainian soldiers, in the DPR two civilians are wounded and one apartment building damaged. 

In the evening of the same day, as a result of the mortar shelling of the outskirts of Donetsk, another civilian receives a shrapnel wound. 

The DPR intelligence reports the arrival of US military instructors in the ATO zone to check the property provided to Ukraine, and the readiness of the Ukrainian army units to conduct military operations. 

At the same time, the military and political authorities of Ukraine voices a different purpose of the verification, namely the preparation of data for the decision to allocate lethal weapons to Ukraine. 

In the LPR, on the contact line, a battle with another Ukrainian subversive group occurs. During the battle, the Ukrainian side opens fire, covering the retreat of the group, as a result of which at least one Ukrainian soldier is wounded. The group manages to retreat to the territory controlled by Kiev.

On the same day, at one of the Ukrainian checkpoints in the Lugansk segment of the front, Ukrainian soldiers stop a car of the OSCE patrol, force the observers to get out of the car and demand, in a rude form, documents confirming their citizenship. According to the international observers, those who stopped them were in a state of intoxication. 

The head of the OSCE Lugansk team, Dalhaug Arne, declares that the arming of observers and the introduction of any armed foreign missions will not lead to an increase in the observers safety. 

At the same time, the RF Foreign Minister Lavrov reminds that the introduction of any peacekeeping missions to Donbass is not envisaged by the Minsk Agreements. 

In the meantime, according to the US budget for 2018, Ukraine's financial assistance is reduced by 68.8%, from $ 570.9 million to $ 177.88 million. 

Ukraine, in its turn, cuts off the LPR of the electricity supply. The Republic's energy workers restore it in an hour. The LPR authorities declare the Republic's transition to its own sources of electricity.

On April 26, the number of shelling of the territory of the DPR almost doubles. As a result of the shelling, 4 civilians are wounded and an apartment building damaged. 

One of the wounded civilians is blown up on a mine, installed by Ukrainian soldiers in the place where local residents come to a body of water. 

The authorities of the Republic claim the targeted shelling of civilians from the Ukrainian side, despite the arrival of Erturul Apakan, the head of the OSCE SMM in Ukraine, in the LPR to participate in the investigation of the explosion of the observers car on April 23. 

The DPR Defense Ministry reports that among the weapons left by the Ukrainian subversive group after their blowing up on their own mines in mid-April, anti-tank grenades of Bulgarian production were found. 

The DPR intelligence reports on the arrival at the contact line of another Ukrainian train with armament, including 4 MLRS Grad, 12 tanks, 10 armored vehicles, 25 trucks with ammunition and personnel. 

During the stay of Eturuul Apakan in the LPR, the Ukrainian side conducts the intense provocative shelling from areas of vital facilities, in an effort to provoke the return fire from the side of the Republic. 

In particular, at 21:30 the Ukrainian military open fire from grenade launchers from the territory of a gas distribution station and, not having received any response, repeat the shelling in an hour, with mortars this time.

The LPR intelligence reports on the arrival at the contact line of a Ukrainian reconnaissance unit armed with optical devices of foreign manufacture. 

Meanwhile, the Head of the DPR, Alexander Zakharchenko, signs a decree on the creation of an executive authority body of special competence - the representation of the DPR in the JCCC (Joint Center for Cooperation and Control). 

In the LPR, the Ministry of Internal Affaires opens a hotline for residents of the Kiev-controlled territory in order to record every crime of the Ukrainian military. 

On the same day, an elderly resident of the Kiev-controlled territory calls at the hotline, with a complaint that the Ukrainian military broke into her house and, under the threat of using weapons, took all money and valuables from it. The local Ukrainian police did not even file her complaint. 

In Ukraine, the organizer of the blockade of Donbass, Semenchenko claims the preparation of a new stage of the blockade of trade relations with Russia, this time in western Ukraine. 

At the forum on security in Moscow, the Russian Foreign Minister Lavrov makes a statement that Kiev has actually abandoned the Minsk Agreements and is betting on the war. 

Nevertheless, on the same day, the Committee of Permanent Representatives of the EU member states supports, without discussion, the provision of a visa-free regime for Ukraine.

On April 27, the Ukrainian side shells the territory of the DPR with heavy artillery, tanks, anti-tank missile systems, mortars and grenade launchers. 

In addition, a car with the staff of a pumping station comes under the shelling with grenade launchers and small arms from the Ukrainian side. The car is completely destroyed, the station employees manage to hide in a safe place. 

This pumping station provides operation of 5 filtration stations, 4 of which are located on the Kiev-controlled territory of Donbass. In case of disruption of its work, about 2 million inhabitants of Donbass from 54 localities, most of which are located on the Kiev-controlled territory, will be left without water. 

In the DPR, large-scale exercises of the Ministry of Emergency Situations are held for rendering assistance to the population in the event of a manmade disaster. The LPR holds exercises on overcoming water obstacles. 

The DPR launches the Silur wire-rope plant which has not worked since the late 2016. 

Meanwhile, the Crimean authorities make a statement on the building up of Ukraine's military presence on the border with the peninsula.

On April 28, the Ukrainian military massively shell the frontline Kievsky district of Donetsk, as a result of which a civilian is injured and one house damaged. 

In Gorlovka, the DPR largest city in the north of the Republic, two civilians receive multiple shrapnel wounds in the explosion of a mine set by the Ukrainian military. 

A radio-controlled explosive device is found on one of the OSCE patrol routs. 

In the LPR, the shelling from the Ukrainian side causes damage to a gas pipeline, as a result of which about 100 families are left without gas. 

Nevertheless, the Yenakiyevo Metallurgical Plant, largest in Ukraine, launches production facilities in the DPR. 

Representatives of the DPR scientific centers visit the international exhibition «Mining World Russia - 2017» in Moscow, where they discuss the possibilities of partnership with Chinese producers. 

Meanwhile, in Kiev, a Ukrainian diplomat proposes to continue the tactics of demonstrative murders of the DPR military, stating that, on the condition of the army not going on offensive, this will not be a violation of the Minsk Agreements. 

The «Right Sector», radically nationalist organization of Ukraine, (banned in Russia, the DPR and LPR), posts a message honoring the SS division «Galicia» on its Facebook page.

On April 29, in the DPR the largest number of violations of the ceasefire is recorded in the Donetsk direction, where the Ukrainian side makes 77 rounds from artillery, 21 from tanks and about 200 mortar rounds. 

As a result of the shelling in this segment of the front, a civilian is injured, and four houses and a gas pipeline damaged, which leaves 8 houses without gas. 

The Ukrainian side also uses heavy artillery, tanks and mortars in the shelling in the southern, Mariupol direction. 

In the northern, Gorlovka direction, the Ukrainian military open fire mainly from mortars and grenade launchers, as a result of which another civilian is injured. 

In addition, in the Gorlovka area, another two civilians, including a 13-year-old boy, are wounded in the explosion of a mine set by the Ukrainian military. 

In the LPR, the Ukrainian side opens a purposeful fire on the OSCE observers. The fact of the shelling is recorded in the international mission report.

In addition, the Ukrainian army opens fire from 152mm artillery on the city of Stakhanov, as a result of which several houses and a school are damaged.

The Ukrainian side also notes the activation of artillery shelling along the entire front line. The ATO headquarters claims about 70 shelling by the DPR, as a result of which 2 Ukrainian soldiers are killed and 6 wounded. 

On the same day, another OSCE drone is shot down in the southern segment of the front, over the territory controlled by Kiev. In the Ukrainian press, it is immediately declared Russian, while local residents are prohibited to take photos of its debris. 

The DPR intelligence has repeatedly reported that it is in this direction that the Ukrainian command amasses one of the main strike groups. It looks like Kiev intends to prevent, at all costs, the confirmation of this fact by international observers. 

At the same time, Ukrainian politicians openly, on air, speak of seizing Donetsk by May 9 and holding a ‘victory parade over the separatists’ there. 

Moreover, the head of the Donetsk Military Civil Administration, appointed by Kiev, declares that the Rostov region of the Russian Federation ‘must be returned to Ukraine’.

On April 30, the territory of the DPR is shelled mainly with mortars. However, the Ukrainian side conducts targeted fire on power lines, as a result of which over 1,000 residents of one of the localities are left without electricity. 

The DPR intelligence reports that on May 1-2, a commission of the General Staff of Ukraine is to arrive in the ATO zone, allegedly to check the ammunition depots. However, according to the DPR intelligence sources, the purpose of the commission's arrival is to plan provocations, for which one of the Marine units located in the southern segment of the front, has already been provided with the DPR uniforms and their equipment is marked with the DPR army insignia. 

At the same time, this segment of the front turns out to be critically incomplete with the personnel, as an epidemic of tularemia, a mild plague, breaks out in the Marine unit. 

According to local residents, the city hospital in Mariupol is crowded with Ukrainian soldiers. The cause of the disease that has affected 80% of the Marine unit personnel, is the lack of a centralized supply of food to the Ukrainian army. 

In addition, according to the DPR intelligence, about 40 mercenaries from Georgia arrive in the northern segment of the front. 

In the Lugansk segment of the front, instructors from the United States arrive to train the Ukrainian military personnel to set mines in public places. 

Moreover, on the same day, in western Ukraine there are exercises on bombing the territory, in which countermeasures to the air defense systems and electronic warfare of the enemy are worked out.

Meanwhile, throughout the South-East of Ukraine, on the eve of the May holidays, armored vehicles and units of the National Guard of Ukraine are introduced into large cities. In Odessa, on the eve of the third anniversary of the tragedy on May 2, when dozens of supporters of federalization were burned alive in the Trade Unions House, arrive about 3,000 nationalists sent by Kiev. 

In addition, in the Kherson region bordering with the Crimea, a dam is put into operation, completely blocking the supply of water to the Crimea.


Ukrainian politicians of all levels travel around the world, begging for a financial support, which they are increasingly denied. 

Ukrainian nationalists openly talk about ‘treachery of the West’ and the need to build the country ‘of one nation, one faith and one ideology’. 

The SS divisions of the Third Reich are already openly honored in the country. 

The Kiev regime no longer has any other ways to deter Ukraine from the centrifugal movement, except terror - both on the front line in Donbass and throughout the rest of the country.
