The Investigative Committee of the RF opened criminal proceedings against the Defence Minister of Ukraine. The Customs of Ukraine started to deal with the Crimea as a foreign country. Kiev cancelled the agreement with the RF on building a bridge in the Crimea. In Kiev miners held a picket at the building of the Cabinet of Ministers. Activists of the Right Sector started burning flares near the building of the CEC of Ukraine. Near Kiev investigators seized more than a million cannabis plants. A “prosecutor” battalion was formed in Ukraine to be sent to the ATO zone. In Odessa a women hundred was trained to participate in battles. In Odessa reinforcement of checkpoints started. In Odessa the SSU arrested an opponent of Maidan who had taken part in the events of 2 May for anti-Ukrainian propaganda among civilians. In Odessa the Right Sector beat Shufrich, an MP of Ukraine. Ukrainians started to massively withdraw funds from their bank accounts.

The punitive kept concentrating troops at Schastye, shootings in the Donetsk airport continued unceasingly, in Kramatorsk there were noticed mercenaries, and in Mariupol artillery duels kept breaking out. The DPR army seized about 90% of the territory of the Donetsk airport. The LPR handed to the DPR army cannons with which the Lugansk airport had been seized a month before. Donetsk was shelled from launching systems Grads and Smerches; schools opened only in “green” zones of the city, one of them was intentionally shelled during school time. There was also shelled the plant Tochmash. Novomikhaylovka, a suburb of Donetsk, was shelled from launching systems Uragan. The OSCE stated that in mass graves found near Donetsk there had been discovered about 400 bodies. In the DPR there was established the procedure for registration of public organisations, political parties and unions of citizens. In the LPR there was brutally shelled Stakhanov. In Kharkov in the centre of the city unknown people took away the flag of Ukraine. The Mayor of Kharkov Kerness demanded an investigation on the destruction of the Lenin monument; the pedestal of the monument was surrounded by scaffoldings. Tires were brought to the building of the Kharkov RSA; supporters of Euromaidan threatened officials with the “trash” lustration. In the Kherson region Russian channels turned out to be broadcast.

In the EU budget there was no article on financial assistance of Ukraine. The OSCE declared that Kiev wasn't fully in control of its Military Forces. The President Lukashenko proposed troops of Belarus as peacekeeping forces; the DPR agreed. Poroshenko named the war in Donbass the”Patriotic War of 2014”. Mass arrests of participants of Antimaidan in the Mariinsky park in Kiev in January-February 2014 started in Ukraine. Near Odessa a reserve army based on Israeli Defence system started being formed. In the Nikolaev region, near the town Voznesensk, nor far away from a military airfield, a concentration camp was built. About 300 soldiers of the battalion Donbass expressed an intention to move to partizan units of the IAM.

Novorossia addressed to the UNO with a request to recognise its sovereignty. The flag of the DPR was raised above the Donetsk airport. There were found bodies of the DPR soldiers tortured to death and some Polish mercenaries were captured. The Ukrainian punitives were stopped near Debaltsevo. There appeared a project of a rouble of Novorossia. In the DPR there was carried out a tax amnesty; businesses were forgiven their debts to Kiev. In Kharkov The Labor Kharkov Region held a picket under red flags at the RSA. In Kiev the Valery Chkalov monument was restored.

The blame for the tragedy at Ilovaysk was put on the battalion Pricarpathye that had left its positions. Foreign cars stolen in the South-East appeared at car markets in Kiev. In Kiev the Right Sector kept raiding casinos. In Kharkov unknown people pulled down two more Lenin monuments.

The DPR army started more active fighting on the road Volnovakha-Mariupol. The Zhitomir and Cherkassy territorial battalions in full force came over to the side of the DPR. In the DPR there was created the National Bank of the Republic and the authorities published the list of documents required for receiving social payments and registering enterprises. With the support of the DPR Ministry of Agrarian Policy and Food in Amvrosievka and Dokuchaevsk baking ‘social’ bread was started. In the LPR the Foreign Affairs Ministry was created. In Lugansk a network of supermarkets Narodny (People’s) was opened. In Odessa an activist of the Right Sector disappeared. In Kharkov there started beatings of Euromaidan supporters involved in the demolition of the Lenin monument.

Vote for Ukraine's accession to NATO failed in the Supreme Rada. Special labelling for goods from the RF was introduced in Ukraine. Winter holidays for Ukrainian students were prolonged for two months. In Kiev there was being prepared the seizure of the cathedral Kiev-Pechersk Lavra. The slogan ‘Glory to Ukraine!’ was adopted as the official greeting in the MFU. The National Guard started to build fortifications along the border with Donbass. The IAM battalion Kiev-2 left the ATO zone without official leave. In Kiev at the Poroshenko’s Administration the ‘Loan’ Maidan went on, with brawls and riots. In Kiev another clash between protesters and the police took place. The meeting was held by entrepreneurs protesting against depriving them of parkings. A large number of residents of Donetsk received letters from the PrivatBank informing them of a debt, a court trial and legal costs.

Donetsk was subjected to another mighty shelling. In the Donetsk airport only the dispatcher tower remained under the Ukrainian military’s control. The LPR army attacked the MFU positions in Schastye from the Slavyanoserbsky region. The DPR army successfully repelled a storm at Nikishino. A women checkpoint in the LPR destroyed a platoon of the punitives. The Army of Novorossia started surrounding Debaltsevo. In the CEC of the DPR there were registered three candidates for the post of the Head of the Republic. In Donetsk there was held a constituent assembly of the public organisation Berkut. The DPR took mines under temporary administration intending to sell coal to Russia. The beginning of the heating season in the DPR was set for 15 October. Sergey Aksyonov became the Head of the Crimea. Activists of Euromaidan who had then gotten engaged into social activities started disappearing without a trace in Ukraine.

The President of Ukraine Petr Poroshenko signed the law according to which the police was given a right to use firearms and special means without warning in the zone of the special operation in Donbass. The Supreme Rada failed vote for recognition Bandera as a national hero. In Kiev there was held the URA march which ended up in clashes at the Supreme Rada. In Kharkov there was held a torchlight manifestation dedicated to the URA anniversary. In Kharkov there were noticed 20 Afro-American soldiers. The 34th Kirovograd territorial battalion committed a theft of rails on the stretch Dyleevka-Nikitovka. There was cut out 1,200 metres of rails. The battalion Shakhtyorsk was disbanded due to looting. Near Mariupol during a funeral the Greek consul got under the MFU shelling. Unknown people tried to set a cathedral of the Moscow Patriarchy on fire in the village Nosovka in Chernigov region.

The DPR Prime Minister Alexander Zakharchenko declared that due to the Ukrainian side’s failure to comply with the Minsk agreements the DPR wouldn’t withdraw heavy weapons from the demarcation line. The DPR authorities also promised to down drones of the OSCE mission in case of their flight over the territory of the Republic. Shellings of Donetsk became more intensive. For 24 hours in Donetsk 30 civilians had been killed, about 20 residential houses had been totally destroyed and more than 40 had been damaged. The Kuybyshevsky district of Donetsk was hit with incendiary shells. Ukrainian armoured vehicles kept being pulled to the area of the Donetsk airport. In the airport itself a company of Ukrainian punitves got under “friendly” fire. 500 unidentified bodies were found near Ilovaysk. Civilians liberated from the Ukrainian captivity spoke about torture in freezers. The heating season started in the DPR and LPR.

The Ukrainian army kept upbuilding impact groups in the area of Avdeevka and Debaltsevo; columns of armoured vehicles and trucks with ammunition kept being brought to the front line. The Kharkov Malyshev plant started to hurriedly restore tanks put out of the reserve. The punitive battalion Aydar got the order to leave the ATO zone but the radicals refused to obey it. In Mariupol the punitives fired at a car with civilians inside. To cover their crime they took corpses away and blew the car up. In Mariupol there was a shooting in a shopping centre; several people got injured. In Volnovakha area the battalion Azov kept looting shops. In the LPR a Ukrainian APC shot a minibus with two civilians inside.

Donetsk underwent a massive and haphazard shelling from launching systems Grads: fires broke out and the stadium Donbass Arena was damaged. There was also shelled the Svyato-Iversky nunnery situated near the Donetsk airport. A shell broke through the roof in the centre of the church during the evening service and caused the overlap’s dropping onto the praying civilians. Another shell hit a hospital where two persons were killed and many were injured. On 20 November the Ukrainian army struck Donetsk with ballistic missiles Tochka-U. One of them hit the coke plant. The explosion was so powerful that it was heard even in the area of Volnovakha. The DPR Prime Minister Alexander Zakharchenko announced the end of the ceasefire in Donbass. School studying in Donetsk was suspended until further notice; lessons were to be continued in the distant mode. There was an attack at the Donetsk airport in which armoured vehicles were used. Plotnitsky, Mozgovoy and Kozitsyn announced the creation of the unified commandment in the LPR army. In the area of Schastye the LPR army passed from defensive to offensive mode of activity. The militia surrounded Schastye and came out to the northern borders of the Lugansk region. In the DPR the Finance Ministry was created. The post-offices of Lugansk started to pay social benefits to two categories of people in need - disabled children and families that had lost their breadwinners. In Kharkov in the area of the Cold Hill partizans fired at a military clothing store from a HPG. In the Kharkov region on the stretch Vodyanoye-Kolomak local partizans committed an act of sabotage: the railways were damaged and contact networks were torn. Partizans also got more active in the area of the village Red Talovka in the north of the LPR.

Among the ATO personnel a share of psychogenic losses reached 80%. 30-40% of them turned out to be irreversible losses, i.e. those when psychological losses became psychiatric ones. In Kagarlyk in the Kiev region provision cars of the battalion Aydar were burnt down. In Chervonograd in the Lvov region there was also burnt down a car of the Head of the local Automaidan who had used this car to bring aid to punitive battalions in Donbass. On the territory of the church of St. Luka of Crimea of the Moscow Patriarchy in the town Sumy an explosive device detonated at the door of a children Sunday school; the facade of the building was damaged.

For 24 hours the Ukrainian military had violated the ceasefire about 50 times. The MFU kept preparing for an offensive with extensive use of military aircraft. The intelligence reported that a large amount of aviation fuel had been delivered to military airports. The Ukrainian units kept concentrating near Donetsk, the city was struck with incendiary shells although the enemy activity had somewhat decreased. A number of sabotage groups infiltrated Donetsk. The militia prepared for street battles on the territory of the city and occupied defensive positions before the impending offensive of the punitives. Tanks had already taken fighting positions in the streets. There were also noticed anti-aircraft guns and firing points were created in a hurry. In a suburb of Donetsk security forces of Novorossia managed to discover a large storage of explosives prepared by Ukrainian saboteurs to carry out terroristic acts in the capital of the DPR. The Army of Novorossia was alerted into full combat readiness. In the vicinities of Gorlovka there were surrounded up to 4,000 Ukrainian military. The situation with electricity supply of Lugansk kept improving: besides the Krasnodon power lines restored earlier, the Lutugino line also started supplying the city with electricity. The LPR authorities introduced social cards for citizens of the Republic. The card gave a right of free care in medical practice institutions, free treatment and necessary medicines at a call for ambulance, 50% discount on travel in the city electric transport, 5% discount for several kinds of food in the network of supermarkets Narodny (People’s), there were already 5 of them in the LPR. The card was to come into use from 20 October, the date of the decree on its introduction being made public. Schastye remained half-surrounded. On the hill Karachun near Slavyansk there were deployed Ukrainian MANPADS Grads and Uragans. The battalion Kiev-2 started evacuating from Novotroitskoye. The battalion Kharkov-1 was also reported to return home.

In the area of Dnepropetrovsk there took place exercises of the remains of the Ukrainian aviation. There were noticed several planes Mig-29 and Su-25 as well as attack helicopters Mi-24. The aviation worked out manoeuvres over low altitudes and strikes on ground targets. The tank storage base in Artyomovsk was evacuated. In Dnepropetrovsk at markets there appeared cigarettes Philip Morris made in 1976 that had been purchased in the time of the USSR for currency. In Dnepropetrovsk armed people wandered everywhere, the National Guards made car races; once a taxi driver honked in outrage at one of such cars that almost caused an accident. The National Guards made a U-turn, stopped and severaely beat him. Another man was beaten right in the street after being asked a question why he was so healthy and not in the ATO zone. He ended up in hospital. In Slavyansk there was a shooting: drunk Ukrainians imagined a drone. The situation in the town was very tense: once residents even destroyed several tents of agitators for the elections to the Ukrainian parliament. Those who participated shouted ‘Glory to Russia!’, those who didn’t watched smiling.

The DPR Prime Minister Alexander Zakharchenko signed the decree on the formation of the DPR internal troops. The first 100 soldiers took an oath at the memorial to the fallen liberators of Donbass in the battles of the Great Patriotic War. The backbone of the new department comprised former soldiers of the special unit Berkut as well as the best militiamen recruited by the commandment from different units. The bigger part of the DPR and LPR border was officially placed under the control of local border services of the People’s Republics; Cossacks units passed under their commandment. The artillery of the militia shelled the punitives positions from two directions towards Mariupol. In Mariupol itself, near a brewery, there were registered some skirmishes: there was heard shooting from small arms and grenade explosions. Supposedly, it was partizans or a sabotage group of the militia. Several minutes after paratroopers of the 80th brigade who were allowed to leave by the militia started to move from the 32nd checkpoint, they got shelled by the Ukrainian artillery. The LPR schoolchildren were given a right of free travel in the public transport to school and back home.

In Ukraine there were held the elections to the Supreme Rada. The first place was taken by Yatsenyuk's People's Front (22.82%), the second by Petr Poroshenko's Block (22.14%) the third by the Samopomosch (Self-Help) (10.97%). The turnout at the elections was 52.42%. In Kiev, right after the end of voting, all the DECs were visited by people in balaclavas, who brought “right” bulletins with them and informed the chairmen of the commissions that they knew their addresses, wives and children and proposed to peacefully copy “right” figures into official protocols. There was only one chairmen (in the Obolon district) who dared to refuse, after which an armed unit immediately arrived at this precinct and opened fire. In Slavyansk there opened almost all polling stations. There was information in the town that those failing to come to vote would be prosecuted for separatism but the turnout was low anyway. The polling stations were guarded by armed members of the Right Sector and the National Guard. In Slavyansk looting and kidnapping became a daily matter. The Ukrainians kept clearing out flats and houses of those who had fled from the town to Donetsk or Russia. The police didn’t accept any complaints about looting and rape. Ukraine stopped exchanging war prisoners until the moment of announcement of the results of the parliamentary elections.

The Donetsk and Lugansk People's Republics adopted a new standard for calculating time, coming up with Moscow, St Petersburg and Sevastopol.

The results of the processing of ballots by the CEC of Ukraine showed that the semi-proRussian Opposition Block was leading in 5 regions of Ukraine, in two more regions it had taken the second place and in the Kherson region crucial for the RF as a way to the Crimea it had taken the third place. In Odessa proRussian Tigipko had received 10% of votes and in Kherson and Zaporozhye the proRussian CPU had received 9% of voted each. In other words, a map of the results by regions clearly showed the borders of Novorossia where, despite intimidation, round-clock propaganda, mass arrests and murders of dissidents, no less than 50% of voters had supported proRussian forces. Therefore, “united Ukraine” simply didn’t exist and never would because even after 10 months of rabid information terror the division of Ukraine into the East and the West established over 20 years hadn’t changed. The Ukrainian military started using drones to bomb positions of the militia. In Slavyansk the drunk punitives shot their own drones. In Lisichansk the Ukrainian Nazis shot 3 young people for cooperation with the militia. The killed weren't even 17 years old.

The single commandment of the LPR army was formed. The Chief Commander was left anonymous but his authorities was indisputable among the militia and highly respected among the Cossacks. For 24 hours there had been registered no less than 7 cases of violation of the ceasefire by the Ukrainian side. On the Donetsk front the situation deteriorated mostly in the southern direction, near Mariupol, where the militia shelled a fortification of the punitives in response to the artillery activity of the enemy in the area of Mariupol and Nikishino. Donetsk survived another, already habitual, shelling. In Volnovakha the Ukrainian troops suffered considerable losses. Over Enakievo, Zhdanovka, Khartsysk and Ilovaysk there was noticed the enemy's aviation; apparently, the enemy’s aircrafts were on a recognition mission as they were flying at the limit altitude. In the Lugansk direction the situation was more tense. In the area of the township Schastye there was a fierce skirmish with the punitives from the battalion Aydar, several of them were captured. The militia took the checkpoint N32 under total control. Sabotage groups of the National Guard were noticed to become more active; they kept trying to infiltrate the territory controlled by the militia. In Novorossia there was issued the order to shoot to kill anyone armed and masked. Getting weapons became rather difficult as they couldn’t be simply bought at a market anymore and a special permission was required to carry them around. In the Odessa region, in the township Zatoka, unknown persons committed arson of the recreation bases Geologist and Topaz where radicals of the Right Sector returning from the ATO zone had rehabilitation.

A column of 70 armoured vehicles was noticed moving from the Kharkov region towards Slavyansk. Anti-air complexes C-300 were transported via Odessa in the eastern direction. Aircrafts Su of the Ukrainian army took off from an airfield in the area of Dnepropetrovsk and headed towards Donetsk. Aircrafts of the Air Forces of Ukraine also took off from the airfield near Nikolaev. In Zaporozhye there was also noticed a plane An flying at the altitude of 3,000-3,700 metres in the south-eastern direction. The authorities of Ukraine opened criminal proceedings against Michael Porechenkov, a Russian actor, who had visited the Donetsk airport during a shelling and supported the militia in their struggle against Nazis.

The DPR vice Premier Minister Andrey Purgin declared that Kiev had unilaterally, without explanation, withdrawn the signature of its representative, the general Yury Dumansky, in the agreement on the demarcation line. The October district of Donetsk was shelled with incendiary mines. The life-supporting systems of the city worked in normal mode. The DPR repairing brigades restored electricity supply in residential houses, the oncology hospital and a heating station in the Kalinin district of the city. There were continued works on repair and replacement of power lines damaged in the hostilities. The public transport came out on routes in full. The runway of the Donetsk airport was shelled from Grads. Each landed shell bore an inscription ‘We helped as much as we could’. Those shells just thrusted into the ground but didn't explode. In Gorlovka the Ukrainian army tried to break through into the town by tanks. Near Mariupol attacks of the Ukrainian troops that had started the day before the elections to the Supreme Rada were repelled. The militia counter-attacked coming closer and closer to the town. In Mariupol the Ukrainian side was actively preparing to the evacuation: the railway station, large enterprises and strategically important objects were mined as well as the water reservoir. On the territory of the town-forming Illyich metallurgy complex there were placed systems Grads. The militia was steadily tightening the ring of surrounding around the checkpoints N30 and N31 near the locality Frunze. In the area of Schastye there took place the first after a long break exchange of war prisoners between the militia and the MFU; 7 Ukrainian military were exchanged for 8 militiamen. In the DPR, for the artillery brigade Kalmius, there was designed a new 82mm mortar with a silencer. The new weapon was created to fire from closed and open positions with minimum telltale signs.

Ukrainian students of one of universities of Poland took a photo of themselves against the background of the flag of the Ukrainian Rebel Army, after which a Polish MP demanded their immediate expulsion. The chief editor of the news agency 112 Victor Zubritsky informed that Ukrainian territorial battalions were hatching the idea of joining forces with the militia. The commanders of battalions were convinced that the power in Kiev belonged to a group of oligarchs interested only in robbing the country and the people populating it. By order of the Internal Affairs Minister Avakov there were alerted all secret agents and special means were applied. The battalions were likely to be beheaded; their commanders would be eliminated if necessary.

The forth humanitarian convoy from Russia arrived in Donbass. It brought building materials and everything necessary to restore the infrastructure. The Prime Minister of the Donetsk People’s Republic Alexander Zakharchenko stated that the DPR army intended to take Mariupol under control and considered the entire Donetsk region its territory. Before the DPR Staff had already announced their intentions to restore their control over Slavyansk, Kramatorsk and Mariupol. In Donetsk there was no mobile connection in a number of districts. In Kramatorsk due to shellings a fuel oil storage burnt and, according to local residents, the Kuibyshev plant was damaged. Repaired Grads of the militia arrived in Makeevka and an armoured column of Cossacks moved via Antratsit towards the northern borders.
